Filming took place in Trieste, a named setting in the story, with locations including Porto Vecchio, le Rive, Ponterosso, Cavana, via Cattedrale, San Giusto, and piazza Unità d'Italia, where the Palazzo della Regione served as the UN headquarters. A special scene had been meticulously planned and set up to take place in Muggia (serving as the Spanish village host to the famous “tomato battle” (la Tomatina), but was cancelled last minute because of the Hollywood actors' strike.
In addition to serving as the production headquarters for several weeks, the Generali Convention Center in Trieste was used for special effects, including the "transformation" of the six presidential limousines.
The crew included approximately 50 local workers, generating economic benefits and contributing to the further promotion of the local audiovisual industry. Direct expenditure in Trieste was €1 million.
