Production support in Emilia-Romagna: €1.75 million for 2023. Submissions open 9 January

The Regional Government of Emilia-Romagna has approved two funding grants to support the development of the cinema industry and increase the professional expertise of the region by assisting the production of cultural films and audiovisual products in the area.

The budget, €1.75 million in total, is aimed at regional, national and international production companies and is organized in two sessions: the first opens at 4 pm on 9 January and closes at 4pm on 28 February; the second is open from 4 pm on 1 July to 4pm on 31 July (all times local to Italy).

New elements for 2023 include the introduction of the Sib@c platform – the only accepted method for application submissions and some management and accounting requirements.

Furthermore:

  • only expenses linked to professionals listed in the guida alla produzione (Production Database) will be accepted; the Guida now becomes essential both as a method of supporting professionals and crew members resident in Emilia-Romagna and for obtaining a precise picture of the region’s operational capacity which will help guide strategy in public policy;
  • there is increased support for businesses with social charges resulting from the project now eligible and a payment calculated according to expense activity as an option to support cash flow during production;
  • as part of the aim to support the Cinema industry within overall regional support for businesses, the production’s adherence and subscription to the Carta dei Principi della Sostenibilità Sociale d’Impresa (attached to the form) is considered of paramount importance.

Attention to environmental sustainability is also encouraged: Emilia-Romagna Film Commission and ARPAE are both promotors of the Green Film protocol.

The two grants are aimed respectively at support for works:

  • created by national, European or non-European businesses (read our summary here). The 2023 budget of €1.25 million (€700k for the first session; €550k for the second) will provided contributions to works shot, even partially, in the region by national, European or non-European businesses. There are two sections, aimed at different types of project with distinct eligibility requirements, contributions and evaluation criteria: works considered of the highest relevance for the promotion of cinema culture; and film, television and web programmes and documentaries (animation included).
  • produced by businesses headquartered in Emilia-Romagna (read our summary here): the 2023 budget of €500k (€250k per session) is aimed at cinema, television and web projects, short films and documentaries. Businesses from the region have the right to support, even when minority producers in international co-productions.Submissions will be accepted from businesses with legal headquarters, or an operational unit, active for at least 12 months, in the region.
