Description

The regional law n.30, 17/10/2016 (as modified by regional law n.10, 31/03/2017) regulates the interventions of the Regione Campania in the cinema and audiovisual industry with special reference to those supporting development, production, promotion, dissemination, awareness and study. Furthermore, a Regional Fund for cinema and audiovisual activity has been established.

With the Annual Operational Plan for the Promotion of the Cinema and Audiovisual Industry 2023, the Regione Campania has outlined the measures aimed at developing film and audiovisual projects with the assignment of grants to successful applicants to the following three sections:

Section 1. Audiovisual works €2,500,000:

1.1 Development / pre-production €500,000
1.2 Production €2,000,000

Section 2. Promotion of cinema and audiovisual culture and awareness-raising of cinema culture €1,300,000

Section 3. Support for the actualization and principles of localization € 700,000

Maximum quota on cost

  • Development / pre-production: 70% of the total estimated cost of development/ pre-production.
  • Production: 50% of eligible costs for Film; 70% of eligible costs for Doc and Short;

Type of contribution

  • Non-repayable grants

Requirements

  • Development / pre-production of audiovisual works

    • Requests may be submitted by companies in possession of primary or secondary ATECO Code (or equivalent):
      • 59.11 companies active in the production, post-production and distribution of films, videos and television programmes;
      • 59.12 companies active in the post-production of films, videos and television programmes;
    • the company making the request must have been legally or operationally headquarters in the Region of Campania for at least 12 months at the date of submission;
    • the company making the request must be in possession of at least 50% of the rights to the creative development of the storyline at the date of submission. If the story is an adaptation of an original, non-audiovisual work (e.g. novel, story, comic, play), the company must demonstrate its possession of the rights to adapt that work with an Option (for at least 12 months, renewable for the entire duration) or Buy Out contract;
    • 100% of the grant obtained must be spent.

    Production of audiovisual works

    • Requests may be submitted by companies in possession of primary or secondary ATECO Code (or equivalent):
      • 59.11 companies active in production, post-production and distribution of films, videos and television programmes;
      • 59.12 companies active in the post-production of films, videos and television programmes;
    • The request must be submitted by the person filling the role of:
      • sole producer, i.e. the holder of all the rights (100%) to the work for which the request is being submitted;
      • coproducer or associate producer, i.e., holder of a quota of the rights to the work for which the request is being submitted;
      • Executive producer, i.e., the company contractually charged with creating the work for which the request is being submitted.
    • At the date of request submission, audiovisual production projects must meet the following requirements:
      • schedule a minimum of 6 days of photography (or animation in the case of animated works) in Campania;
      • spend at least 160% of the grant obtained in the Region.
      • schedule a minimum of 4 days of photography in Campania;
      • spend at least 150% of the grant obtained in the Region.
      • schedule a minimum of 3 days of photography (or animation in the case of animated works) in Campania;
      • spend at least 120% of the grant obtained in the Region.
      • Category A) FILM (single work; TV film in two parts; series where the individual parts are 26 minutes or less in length):
      • Category B) DOC (audiovisual work, including documentary series over 50’ minutes long):
      • Category C) SHORT (single work; series where the individual parts are 13 minutes or less in length):

Payment schedule

The Film Commission Regione Campania will disburse the grant in one of two ways

  • In two payments as follows:
    • partial payment (50%) of the grant on presentation of a surety bond for an equal amount;
    • balance of the remaining 50% on presentation of the accounting for at least 90% of the first payment and a second surety bond for an equal amount.
  • Single payment of the entire amount, following the completion and verification of final accounting.
